While private sector investment in innovative solutions to meet the technology needs of federal departments and agencies across the military, intelligence, and civilians domain continues to grow at a rapid pace, the process to acquire goods and services has largely failed to evolve in a manner that allows end-users to leverage innovation and best value on behalf of mission requirements and outcomes.
